Too Much Shoulder?

Hey, He is all for the off the shoulder look, but when does it cross the line to worthless. Is this. A point to this shirt? She might as well just take it off and walk around in the bandeau and call it a day. Seems like it would be more of a hassle to wear then I'd be worth. Thoughts?
